The “AİFD Academy 1" meeting has been organized in order to strengthen dialogues with universities and our esteemed academicians that play an important role in strengthening education and scientific approaches in our sector and to help increase our nation’s scientific competition. As government policies are devised, there must be a sincere search for the answer to the question of how effective Turkey can be in the innovation process and how effective it actually must be and investments in this area must be increased. |
The pharmaceutical industry may be one of the areas where Turkey can be competitive on an international scale. |
In order to achieve this expansion, an industry-friendly environment must first be created. |
For an innovation-based expansion in the pharmaceutical and health arenas, coordination between all university-related public institutions and the sector is critical. |
The scientific aspect of universities must be directed towards the public good, manpower support must be provided for innovative studies and innovative results must be rewarded. |
R&D development in our country has been delayed. Our scientific philosophy must be devised so as to provide support to the strengthening of innovation. |
In parallel alignment with our scientific philosophy, national education policies must be revised and education from childhood on must be enriched with curricula that are geared towards research and empirical knowledge. |
Analytic thinking and investigative thought must be taught and encouraged. |
Education in science education is important. The number of researchers with doctorate degrees must increase. |
The National Innovation Enterprise (NIE), which is a civil undertaking, has been positively received and carefully noted. |
Advances have been made in life expectancy, quality of life and functional rehabilitation. |
Scientific studies conducted in several countries have shown that the use of innovative drugs in the system has led to an increase in average life expectancy of that particular society. |

Intellectual Property Rights - Data Protection |
Establishing such departments and centers as “Excellence and Intellectual Property Management" at universities could be considered as a model. |
Excellence and Intellectual Property Centers must be able to undertake the task of catalyst; coordination must be achieved within the basic Industry-University-Government triangle; paths must be cleared for work oriented towards innovation; innovative products must be able to be patented and positive input must be provided to the parties involved. |
The law is a superstructure. Sufficient infrastructure allows industries, arts and the country in question to advance in all areas. Excellence in the field of intellectual property will be the engine of growth. |
The legal infrastructure on intellectual property rights to a large extent conforms to international standards. However, there are problems pertaining to application. |
The fundamental tool in overcoming these problems is education. Therefore, the education of all constituents making up the intellectual property system must be the goal. |

Healthcare Economy and Policies |
A sustainable and high-speed economic growth for Turkey is possible only through the protection and development of human capital. Healthcare system and spending plays an extremely important role in the development of human capital. However, the healthcare system and its financial framework must be structured in such a way that they also support an increase in productivity as well as equality, access and quality. |
The most critical issues facing Turkey involve decreasing unemployment, developing our workforce capacity and sustaining stable growth. In order to surmount these issues, the following must be adopted: |
When healthcare policies are devised, the goal must be to develop management talent that is based on knowledge and evidence and to be open to change. |
Stable and transparent healthcare policies to be followed and facilitation of access to health services and drugs will be effective in strengthening the interest of pharmaceutical investors. |
Current proposals such as social security reform, failure to slow transformation in healthcare and the elimination of the referral system due to various political worries must not be abandoned. |
Scientific studies must be conducted, displaying all effects of recycling that has been in implementation since 2004. |
The ratio of drug spending to total healthcare spending is around 25%. |
"National Healthcare Accounts" study, the most important study that will influence the direction of evidence-based policy, must adopt an institutional structure and one must ensure regular updating of these data. |
Just as in the rest of the world, the reimbursement organization in Turkey will be the fundamental organization that influences the direction of healthcare policies. It is necessary to develop the workforce, knowledge and other capacities of this organization. |
The reimbursement organization must develop/implement necessary control mechanisms for applications that are included in healthcare reform proposals and that may harm the healthcare system both on a macro and micro scale. |
One must carefully analyze successful examples of the reimbursement organization abroad and ensure that it becomes a structure that befits our country, is transparent, fair, quality-oriented, influential and handles effective communication with parties involved. |

Biotechnology and Health Sciences |
Biotechnology presents a major opportunity for our country. One must absolutely take advantage of the ability to create high added value and the possibility for Turkey to become a leader within the global economy with any need for natural resources. |
From a diagnostic and treatment perspective, biotechnology, nanotechnology and biomedical materials have shown very significant growth. |
Biotechnology presents a major opportunity for our country. One must absolutely take advantage of the ability to create high added value and the possibility for Turkey to become a leader within the global economy with any need for natural resources. |
In order to achieve high ranking in biotechnology, one needs a workforce that is organized, competent, forward-looking and integrated within the international arena. |
Turkey needs a dynamic and current reorganization of its present opportunities. |
Inadequacies in our country’s legislation pertaining to the implementation of biotechnology in the field of healthcare must be swiftly remedied; collaboration must be provided between university units working in this field and executive organizations. |
The fact that Turkish scientists in Turkey and the USA have formed a platform on nanotechnology indicates that academia is also ready to provide support with an organized structure. Ministries in relation with resource providers TÜBİTAK (Scientific and Technological Research Council of Turkey) and DPT (State Planning Organization)( must definitely draw a road map in conjunction with these two groups. |

Bioequivalence |
It is in our national interest to be able to conduct quality Bioavailability-Bioequivalence studies. |
There is an urgent need for highly-trained human workforce in every stage from the generation of Bioavailability-Bioequivalence data to approval by authorities. |
All parties in association with the pharmaceutical sector, starting with universities, must provide assistance in training a competent workforce. |
In order to isolate ambiguities that threaten our quality of life and hinder our productivity, there is an urgent need for various arrangements pertaining to Bioavailability-Bioequivalence “standard operating procedures" under the direction of a central authority. |
All arrangements pertaining to Bioavailability-Bioequivalence must be based on scientific evidence, must take into account international harmonization and be crafted at the conclusion of a transparent process that allows participation from all pertinent parties. |
